eBay Error 21916496: Shipping cost cannot be calculated since the item location is different from the site. Use flat rate shipping.

Why this happens

The Item Location is not the same as the eBay Site (US, UK, AU, etc.), so eBay cannot calculate shipping for this item. Why eBay enforces this: Calculated shipping needs the item to ship from the same country as the eBay site, because eBay uses that country's carrier rates. For items abroad, eBay cannot calculate the cost. When it usually happens: It usually appears for sellers shipping from a warehouse in another country, such as China-based stock listed on eBay US.
