You must pay any outstanding balance first, then confirm your password and type DELETE to finish.

Can I downgrade Mailchimp from a paid plan to free?

Yes, but you can move from a paid plan to the Free plan only once over the life of your account. If you downgrade mid-cycle, you keep your current plan until the billing cycle ends.
