eBay Error 21920275: City name / company name cannot be revised if the item has a bid or a best offer or is ending within 12 hours.

Why this happens

The revision changes the item location or business details, and eBay locks those on auctions with bids, listings with open offers, and listings ending within 12 hours. Why eBay enforces this: Business and location details on a listing are part of what buyers see. eBay locks them while there are bids or offers, or less than 12 hours left. When it usually happens: It usually appears when manufacturer or responsible-person details are updated across listings for EU compliance.
