eBay Error 21916796: You can only add pictures at this time. Existing pictures cannot be changed if an auction-style listing has a bid, pending offer, or ends within 12 hours; or if a fixed price listing has a pending offer or sale.

Why this happens

A product photo was removed or edited, but eBay is temporarily blocking this action. The changes are blocked to protect buyers who have purchased or are actively considering purchasing your item. Why eBay enforces this: When a listing has bids or pending offers, eBay lets you add photos but not change or remove existing ones, so buyers keep seeing what they bid on. When it usually happens: It usually appears when a photo refresh replaces the whole gallery on listings with offers.
