No longer accepts sellers. The Rakuten.com name now runs a cash back shopping portal, so former sellers usually moved to Amazon, eBay or Walmart Marketplace.

No. The Rakuten Americas marketplace at Rakuten.com/shop closed for new purchases on September 15, 2020. Rakuten.com itself still exists, but it is the cash back rewards portal that came from Rakuten's purchase of Ebates, not a place where independent merchants list products. Sellers cannot open a marketplace storefront there.
Rakuten emailed customers on August 12, 2020 that its US marketplace would close, and it stopped taking new purchases on September 15, 2020. Seller numbers had already shrunk in 2017, when Rakuten terminated many marketplace sellers and deactivated their accounts on March 31, 2017 with 30 days of notice.
In 2017 Rakuten told sellers it was scaling back to focus on a very limited assortment of products and merchants. Its US site had been losing traffic as sellers favored Amazon, eBay, Walmart and Jet.com, and Rakuten had also closed marketplaces in Singapore, Malaysia, Indonesia, the UK and Spain before ending the US marketplace in 2020.
The site started as Buy.com, founded in 1997 by Scott Blum. Japanese company Rakuten bought it in 2010 for about $250 million and renamed it Rakuten.com Shopping on January 31, 2013. It shifted to a marketplace model where merchants ran their own customizable storefronts, before closing to purchases on September 15, 2020.
In the 2017 termination notice, Rakuten said seller accounts would be deactivated on March 31, 2017 and final payments would be held for 60 days after deactivation, plus any customer return period. Details for the few merchants left at the final 2020 closure were not published in the sources we could check.
