eBay Error 21920308: Unable to create business policies for this listing. The call to underlying service did not succeed.

Why this happens

The listing is being published with inline shipping / payment / return settings, and eBay tried to convert them into business policies but its policy service failed. Common when the account uses business policies and the inline settings do not match anything valid. Why eBay enforces this: Accounts using business policies cannot publish listings with custom shipping, payment or return settings. eBay tries to convert them into policies, and fails when they do not match anything valid. When it usually happens: It usually appears on listings created before business policies were turned on.
