The revision changes the item location or business details, and eBay locks those on auctions with bids, listings with open offers, and listings ending within 12 hours. When it usually happens: It usually appears when manufacturer or responsible-person details are updated across listings for EU compliance. On eBay's local sites this error reads as follows. A location change is pushed to an auction that has a bid.

How to fix it

  1. Resolve open Best Offers on the listing in eBay.
  2. For an auction with a bid, wait for it to end and relist with the new details.
  3. Republish from 3Dsellers afterwards.

How to prevent it

Update compliance details on new listings first, and apply them to active listings as offers are answered.
