A Payment Policy/ settings are missing for this listing. Why eBay enforces this: Accounts using business policies must attach a payment policy to every listing, so eBay knows how the buyer pays. When it usually happens: It usually appears when no default payment policy is set or it was deleted.

How to fix it

  1. In 3Dsellers, open the listing and select a payment policy.
  2. Set a default payment policy for the seller account so new listings get one automatically.
  3. Publish again.

How to prevent it

Set default policies per account and refresh them after changes in Seller Hub.
