Ship-to locations are locked while the listing has pending Best Offers. Resolve the offers, then republish.

Why this happens

eBay locks the ship-to locations of a listing while a Best Offer from a buyer is waiting for your response. Why eBay enforces this: Ship-to locations decide which buyers can purchase. eBay locks them while a Best Offer is pending, so the offering buyer is not excluded. When it usually happens: It usually appears when international shipping is removed from listings with open offers.

Example Wrong Settings

A shipping policy change is pushed to a listing that has an open Best Offer.

How to fix it

  1. In eBay, accept, counter or decline the pending offers on the listing.
  2. Republish the shipping change from 3Dsellers.

How to prevent it

Answer offers before narrowing where you ship.
