Why this happens

The Item Location is not the same as the eBay Site (US, UK, AU, etc.), so eBay cannot calculate shipping for this item. Why eBay enforces this: Calculated shipping needs the item to ship from the same country as the eBay site, because eBay uses that country's carrier rates. For items abroad, eBay cannot calculate the cost. When it usually happens: It usually appears for sellers shipping from a warehouse in another country, such as China-based stock listed on eBay US.

How to fix it

  1. In 3Dsellers, create or edit a shipping policy that uses flat-rate costs instead of calculated shipping.
  2. Assign it to listings whose item location is outside the eBay site's country.
  3. Publish again.

How to prevent it

Keep flat-rate shipping policies for stock located outside the eBay site's country.
