Why this happens

The listing was published without a domestic shipping service. The shipping policy is empty, missing, or only has international services. Why eBay enforces this: Buyers in the listing's country must always have a way to receive the item. eBay requires at least one domestic shipping service, even if you also ship internationally or offer pickup. When it usually happens: It appears when a policy made for international buyers only is assigned to a listing, or when the domestic service was removed from a policy.

Example Wrong Settings

A shipping policy with international services only, or no shipping policy assigned.

How to fix it

  1. In 3Dsellers, open the listing and check the shipping policy.
  2. Assign a policy that includes a domestic service with a cost or free shipping (international-only policies fail).
  3. Publish again.

How to prevent it

Keep at least one domestic service in every shipping policy, and name policies clearly so international-only policies are not assigned by mistake.

Example Correct Settings

Shipping policy with one domestic service such as USPS Ground Advantage, cost 5.99.
