Why this happens

The shipping cost was changed, but eBay temporarily blocked this action to protect buyers who are actively engaged in purchasing your item (or to prevent changes from occurring immediately before the listing ends). Why eBay enforces this: Postage costs are part of the total price buyers commit to. eBay stops shipping cost changes while bids or offers are pending so buyers are not charged differently from what they saw. When it usually happens: It usually follows a carrier price increase, when sellers raise shipping costs on all listings at once.

Example Wrong Settings

Shipping cost raised from 5.99 to 7.49 on a listing with an open Best Offer.

How to fix it

  1. Resolve open Best Offers on the listing in eBay.
  2. For an auction with a bid, wait for the end and relist with the new shipping policy.
  3. Republish the shipping change from 3Dsellers afterwards.
  4. If you changed a shared shipping policy, expect this error on every listing in that state; it clears as those listings end or offers are resolved.

How to prevent it

Plan shipping price changes, answer open offers first, and apply changes to auctions only after they end.
