The item location cannot change while the listing has bids, open Best Offers, or ends within 12 hours. Resolve offers or relist.

Why this happens

The return details or policy was changed, but eBay temporarily blocked this action to protect buyers who are actively engaged in purchasing your item (or to prevent changes from occurring immediately before the listing ends). Why eBay enforces this: The item location affects delivery times and postage that buyers saw when they bid or made an offer. eBay locks the location while there are bids, offers or less than 12 hours left. When it usually happens: It usually appears when a seller moves stock to a new warehouse and updates the location on all listings at once.

Location changed from Los Angeles to Dallas on an auction with bids.

How to fix it

  1. On eBay, check the listing for open Best Offers and accept, counter or decline them.
  2. If it is an auction with a bid, the location stays until the auction ends; relist afterwards with the new location.
  3. Republish the change from 3Dsellers once the listing is free of offers and bids.
  4. If a bulk action caused this, remove the location field from the action.

How to prevent it

When changing warehouses, update listings in two passes: those free of bids and offers first, then the remaining ones as they end.
